MOTOR VEHICLE OPERATION/PARKING POLICY

The operation of a motor vehicle on the Texas A&M University-Kingsville campus is a privilege granted by the university rather than a right.

1.  All faculty, staff and students, who operate or expect to park and/or operate a vehicle on university property, regularly or occasionally, are required to register those vehicles with the University Police Department and to obtain a parking permit assigning a designated parking area or areas.  

2.  A parking permit is not a guarantee of a parking space. Each vehicle operator is responsible for finding a legal parking space. Lack of space is not a valid excuse for violation of any parking regulation.

3.  When a person is charged with violating any provision of these regulations, proof that the vehicle was, on the date of the offense, bearing a valid university parking permit is prima facie evidence that the holder of the permit committed the violation. However, if the vehicle does not bear a valid parking permit, proof that the vehicle, on the date of the alleged offense, was owned by an individual, is prima facie proof that the owner committed the violation.

4.  Individuals with unpaid violation charges recorded in their names are ineligible to receive a parking permit until those charges have been paid.

5.  A parking permit may not be purchased for an individual who is ineligible to receive a permit. The university will suspend for one year the parking privileges of anyone who violates this regulation. In addition, the university will require that the individual possessing the permit return it to the university immediately.

6.  The vehicle receives the citation.  The person who registered that vehicle is responsible for any parking citations received and must make any appeals.  Students should not share permits for any reason.  Students occasionally will share vehicles.  In doing so should a parking citation be issued to the vehicle, the person who registered the vehicle will be responsible for any appeals.

7.  Parking permits are non-transferable.  Individuals sharing permits may lose their parking privilege on campus.

8.  The registrant of a vehicle is ultimately responsible for its safe operation at all times. The legal speed limit is 20 miles per hour, unless otherwise posted. The speed limit in the university parking lots is 10 miles per hour.

 

Visitor Permits

A visitor is an individual with no affiliation, association or relationship with Texas A&M University-Kingsville as a student, faculty member, staff member or employee, or as determined by the University Police Department.

1.  The university requires all visitors and university guests to obtain temporary visitor permits for motor vehicles they will operate or park on campus.

2.  Visitors may obtain visitor permits at the University Police Department.

3.  Visitors will be directed to appropriate parking areas at the time of issuance.

4.  Visitor permits are valid until midnight on the expiration date stated on the permit.

5.  Visitors permits are issued at no charge.

 

Temporary Permits

A. A person whose vehicle displays a parking permit and who temporarily operates a vehicle different from the one originally registered must obtain a temporary permit, valid for one week, at the University Police Department.

B.         The university will not issue permits to individuals with unpaid violation charges recorded in their names.

C. Only one temporary permit per semester can be issued without charge. For temporary permits requested thereafter, there shall be a charge of $1 per request.
